Dylan for songwriting, Bowie has a wider musical palette , more experimental musically and a better performer/singer but when it comes down to the songs Bob is streets ahead of anyone - there is also plenty of greatness there long after the seventies and more classic songs written than most have in their whole career (Blind Willie Mctell, Not Dark Yet, Make You Feel My Love , The Man In Me to name a few).
Luckily music isn't a competitive sport and we get to love them both !

two very different beasts. Both are in my top 3 solo artists.
Typically its Dylan over Bowie by a hair mostly for depth of catalog and quality songs.
however, if we look at top 10 (or even 15) songs by each artist I would give the nod to Bowie.
It's also interesting in breaking it down by decades
60's Dylan by far
70's - close but I'll give it to Bowie
80's - Bowie
90's - Bowie
00's -Dylan
10's- Bowie

I think World Gone Wrong is very good and Time Out Of Mind for me is a masterpiece and was generally regarded as a fantastic 'return to form'. Nuff said. The 90s definitely belonged to Dylan.

I love Time Out of Mind but really don't know the other Dylan albums. While with Bowie I like Outside, Earthling. SO it was pretty narrow. Might have to do a Dylan 90's listen.
