I also have never seen Tom Waits or Kate Bush but even if they did come-a-touring I doubt I’d pay the outrageous ticket prices they (or scalpers) would want. I mean, a thousand bucks a ticket? No one is worth that.
The only other one I can think of is Talking Heads. But the recent David Byrne show I saw the other week was a TH fest, he played almost all of Remain in Light etc., so that was about as close to that goal as I can expect at this point.
Others that come to mind are all dead, the greats like Ray Charles, Etta James or Bo Diddley, or Frank Sinatra, but you can’t have it all.
I would have said the Smiths once but can’t be bothered with that arse of a lead singer anymore.

I've seen most of my favourites apart from ELP, I saw them all solo but not as a group.
Bands I should've seen but missed were Magazine, Be Bop Deluxe, Lou Reed, The Skids
That I haven't yet seen but would like to Daft Punk and Scott Walker ( not going to happen)

David Sylvian is a good call, I'd love to see him play with a decent live band singing some of his best LPs but no chance of that, even if he did play near you he'd do some experimental improv session instead (which is fine but not my heart's desire).
Also in the "no chance" category, right next to Scott Walker singing actual songs instead of thumping lumps of meat, sit Mark Hollis and Talk Talk.

I saw Lou Reed four times and can't honestly say any of those performances were unmissable. And the Velvets are probably my fave band of all time.
Daft Punk, on the other hand, were wicked and lots of fun.
Howard Devoto doesn't ever play live these days, does he?

Isaac Hayes played in my neck of the woods shortly before he passed away. It bugs me that I didn't go now.

I've pretty much given up seeing acts in halls seating more than 1,000; and there aren't that many "big" acts I'd pay the kind of money they ask to stand that far from the stage. Last act I saw in a biggish venue was Tedeshci-Trucks Band, whom I enjoyed immensely.
As for "back in the day," I think I've seen pretty much everybody I'd want to see*, mostly with somebody else paying for it. More than made up for a shit paycheck.
* these qualified exceptions. I never saw the Beatles as a group, but I've seen 'em all at least once playing under their own name.
And the Lovin' Spoonful, though I did see Sebastian solo several times. Louis Prima and Keely Smith, though I did see her with Sam Butera damned good in the Louis role. And Dean Martin. I understand that though he had a reputation for never changing his act, it was killer.

Van Morrison, the curmudgeonly bugger has given me a lot of joy over the years. Can't believe, that as an Australian, I haven't seen AC/DC, so a Young/Rudd AC/DC would hit the spot. PInk Floyd and/or Roger Waters. Tom Waits was mentioned upthread, I concur. Kate Bush too, and likewise.

Same here. He played a festival, and I baulked at the ticket price. I would have had to buy for the whole festival, and not just the one concert.

Did anyone ever see Louis Armstrong? Or Elvis Presley? They would have been the biggest names to have seen, historically speaking. I saw Cher on her Farewell Tour, and she bragged about having seen The King in concert.
If we want to get really ancient, how about the legendary cornet player, Buddy Bolden, who was big in New Orleans around 1890-1900, and who never recorded because he was afraid other people would copy his licks. He died in an asylum.
