It really hasn't. The golden age of telly drama didn't even kick in until the late 90s/early 00s. Before then there was a golden age of comedy in the 90s but that hardly justifies telly being greater than cinema.
Even if you look at the best tv shows in the last 20 years I don't think there is a convincing argument that telly has usurped the cinema but it's certainly improved significantly although I would argue that there's been a slide in quality since The Wire/Breaking Bad/Sopranos
