Actually I think "Blind" is a bonus track that was added on the 2015 edition of White Light, it wasn't in the original album. Regardless if it's a Swans or solo Gira track I do think it fits really well with Drainland's overarching themes regarding alcoholism, domestic abuse et al. and it does feel like a particularly stark and confessional moment for Gira in his output, considering his struggle with these issues and so on. It's the kind of material I'd have expected in Cash's American Recordings.
