Depends on the theme. Someone did a list one year all featuring girls names which did okay. Plenty of great songs in that category. 10 songs about turnips doesn't quite offer the range.

I liked the Duke vs. Drexel analogy on another thread. Sometimes they actually score... I could have seen that 50's list going over well in a head to head against the right competition.

That's an utterly outstanding list, let alone an outstanding krautrock list. I've been tempted to have an entirely krautrock list myself, but I've bottled out because a) I think it'd be too obvious it was me, b) or at least a strong chance it was me and c) While krautrock is reasonably popular on the baord, I don't think it's sufficiently popular to take through to the second round.
But I digress...
Novelty songs are fine. Someone's got a list with the Wombles and a couple of other novelty songs in it, which I can take or leave. However, the rest of their list had a lot of songs I really like, so I voted for that list anyway.

The cup has been going on for so long there is only so far you can go before you start looking for themes
The thing is to make them pretty broad and not too obvious.
