To keep it interesting and not boring.
Otherwise you might aswell just put all lists against each other in round 1 and get people to vote for the best one there and then.

Though it's tempting to change more, why change a winning list too much?
I think for the sakes of the competition we should have a minimum number of changes each round. Looking at the lists on the semis it just all feels a bit stale now.
