Setting aside the personal peccadillos of some of those involved....:

Robert Downey Jr. (Needs to go back to acting and get out of that damn Iron Man suit...)

George Clooney (Not given enough credit for being a pretty good actor and producing solid work)
Gary Oldman
Montgomery Clift
Michael Caine
Michael Douglas
Jim Carrey (Good when given the opportunity to actually act instead of mug)
Joaquin Phoenix (Something he will hear forever, but he's not in his brother's league as an actor)...
Clint Eastwood (Clint doesn't have a ton of range as an actor, but his films are often entertaining...)
Ethan Hawke (Hard to rank, because I don't think he's a great actor, but he "fits" most of his roles, if that makes sense...)
Jean Harlow (She's sort an incomplete...Did well with what was given and may have done greater things had she lived longer...)
Teri Garr (Good actress, just never given a ton to do...she's always complimentary, but others carry the heavier load)

Jane Fonda (Not a "bad" actress per se, but always comes off as unlikable on film...) 
Marilyn Monroe (A work in progress and had she conquered her demons and lived longer, may have developed into a better actress...)
Gary Cooper (He had the range of a pet rock)

Excellent

Jack Lemmon - a bit ott perhaps but some great performances and films
Michael Caine - he's made a lot of crap but done some great stuff too, mostly in the 60s
Gary Oldman - I've not seen the Churchill one but he's pretty reliable. Probably suffers from not having made many great films so underrated as an actor
Sean Penn - Yeah, he has it. Some great performances. I thought he was wonderful in Milk especially
Michael Douglas - one of those underrated actors who rarely gets discussed as a great actor but one who is very reliable and who elevates damn near everything he is in. Always been a fan and he's still excellent (Behind the Candelabra)
Joaquin Phoenix - he's actually developed into a fantastic actor I think and benefited from his relationship with Paul Thomas Anderson.

Very good
Robert Downey Jr - Funny, charismatic, a good actor for blockbuster and more superficial fluff. I like him
Jim Carrey - Some good stuff. Particularly Eternal Sunshine.
George Clooney
Kevin Spacey

Clint Eastwood - great at being Clint
