I remember watching it when it came out and not really understanding who the hell these people were. It just felt very much like a London thing.

Yeah, and the way they developed the Malcolm Tucker character is crucial to it. What could have been a one-joke characiture instead becomes something more rounded, especially the manner it dealt with his demise in the final episode.
And it's about as accurate about the political process as Yes Minister, if my own relatively meager experience in politics reporting is any evidence.
It's before my time but I've been told, he never came back from Karangahape Road.
