Lennon's main contributions to Beatles were significant when they were co-writes. After Sgt. Pepper, McCartney really took the lead. McCartney was always a better popmeister and balladeer, Lennon the more authentic rocker. For psychedelia they both tripped about equally. Lennon was wise not to spread himself too thin in the solo years, but Paul had so many better hits then and also at least one bona fide masterpiece album, Band on the Run.

Paul it is.

In my eyes Paul has come closer to being as good as John its still nowhere near a contest.
Both wrote excellent songs in the Beatles and both have multiple excellent songs solo.
However, if you took a 10 best song list by both of them either with the Beatles or solo, John would have the better list and it wouldn't even be close.

As far as musicianship? Paul is a better musician but he never came anywhere near John in lyrics or song writing skills.
