Of those on the poll, it's clearly Cat. Not that the other two do a bad job per se, they just don't transcend it enough that I'd rather hear it than one of their own songs. I consider them both to be far superior songwriters to Cat Stevens, though that is one of his better songs.
The only one that takes it to a personal place is Hersh. One of the better performances I've hear from her, in fact.

Kristin Hersh's version is great, but she wasn't an option, so it's the original.
Both other artists are better off singing their own stuff (with the exception of Elliott Smith's gorgeous version of Because)
Other than that, I prefer Lowell George's song.
