90s or Covers Cup?

I didn't vote because neither appeal particularly, although an alias would probably join in. After all, both the Dawg and Doris got second place in the last two.
But if it's going to be 'covers', there's got to be rules. I know nobody cares any more that the phrase 'cover version' used to mean something released at the same time as 'the original' (which it wasn't always) in an attempt to get a slice of the action, and now takes in revivals, versions, album tracks, etc.
So are we saying this cup is open to any recording of a composition previously recorded (or released?) by someone else? Because that means a hell of a huge field, and 'short' lists yards long, and lots of squabbling (which I know is a BCB staple, but seriously..).
Other possibilities is to limit the 'covers' to a particular genre, or decade, of 'originals' or 'covers'. On the whole, I would prefer the Nineties because of this, so I did change my mind and vote.

Also, are we meant to judge them as covers, i.e. in the context of the recording covered (in which case the original needs to be pointed out for no-nothings such as I), or as records in their own right?
