Were/Are Sepultura not a world famous band, albeit a heavy metal band.

Hm. 'Famous' is a debatable word, but I found the (supposedly only) rock band in a faraway country, known for its unique govermental style and that includes the ministries appointed to increase GNH (gross national happiness):

Australia and New Zealand have a pretty good track record too.

And the magazine, Ugly Things, always has ads for garage rock from the Netherlands. From the amount of ads they have for old records, you'd think they'd have sold them all by now.

Yes UK, USA, Canada are the top of the heap for rock music.

But the next group have plenty: Australia, France, Sweden, Iceland Germany all have plenty of great bands.
In regards to Italy, Italy is the kings of prog with over 150 bands. Top ones are:
Italy - PFM, Le Orme, Banco del Mutuo Soccorso , Goblin, Area,The Watch.
Spain - mostly noted for their flamingo guitarists and classical guitar.

Oh my friend Brad could on and on about Italian prog.

Yes, he could go on, and on, and on.

I even went with him to see Goblin, who were very good ideed. There's also PFM, Le Orme, Area, Osanna... those are just the ones I've heard of. He's got solo albums by members of these bands. It's a big thing, if you're into it.

Spain has some killer bands right now, I was looking forward to seeing Betunizer, Nueva Vulcano, and Wau Y Los Arrghs last year at ATP before it got cancelled. And saw a cool band called Capsula, from Barcelona, open for Os Mutantes.

I don't think there are any groups from Latvia that are known outside the country. But even there I was able to find a couple compilations of garage punk bands that had been made recently.

And while touring Germany I met a Lithuanian doom band. I was curious about underground gigs in Latvia, and they said there are not a lot of places to play there. There are some bands, but everyone wants to go on tour and get OUT of Latvia to do shows. So I get the feeling it is kind of a small scene, but it certainly exists.
